The purpose of bobbing is to reduce weight. Bobbers are not considered highway cruisers, so you don’t need something with triple digit top end.
Start with the lightest cruiser, the Suzuki LS650 Savage/S40. 650cc single, 352 pounds dry. $5300 out the door brand new, good used bikes for $2-3K, beaters down to $1K. Good article in the Jan. AMA Magazine. Lose the rear fender, trailer fender optional, get a $50 spinger solo seat from JirehCycles.com, if you want, they also have a wide selection of handlebars (use the Harley section — most everything fits with a little effort.)

If all you want is the tall ape hanger handlebars, any with a one piece handlebar would just need the cables lengthened.

The cheapest and easiest would be a mid ’70s to mid ’90s. Any brand. You can pick up a good used bike for $1000 and chop it up without destroying the value.

The virago by yamaha is probably one of the easiest.
Or if you are looking at smaller bikes the CM500T by honda CM400T or the CM250T all are easy to remove the excess weight from..
