In Germany, are electric motorcycles considered as normal motorcycles in terms of taxation?

Or are e-motorcycles taxed based on German law about carbon dioxide emissions and such?

In most European countries the rules are like this:
* Insurance is very very cheap or even free
* No yearly fee, to keep "plates" on
* Free charging, atleast here in Norway
* Free tollways, doesnt have to pay like 5 dollars when you drive on the freeway.
